The percentage gets calculated automatically based on the values in the Data section. Instead, if you change the label type to "Value", then the labels will be exactly what is shown in the data table.
Steps:
- Hide the measure from the vis
- make a table calc that calculates the percentage
${measure}/${measure:total} - apply the Percent(0) formatting (or desired formatting)
- in the chart option change the 'Label Type' to 'Value'
